Study On Evaluation Of Safety Management Level Of Non - Coal Mine Enterprises

The situation of safety production in non-coal mine enterprise in China is very serious, the cause of the accident is not only the direct cause on the surface, and more let a person worthy of probe is the indirect reason of administration. Therefore, to assess the safety management level of coal mine enterprises, find out the existing defects in safety management work, to help the non-coal mine enterprise clear the direction of achieving security objectives, which are the technical problem that need to be solved by the non-coal mine enterprise and the evaluation of personnel.Firstly, in this paper, on the basis of reviewing the literature of domestic and abroad and expounding the related theory, I proposed the influence factors of the non-coal mine enterprise’s safety management level from the management functions of plan, organization, function, leading function, control function in four aspects. Built contains 15 first indicator elements and 42 secondary indexes of evaluation index system of the non-coal mine enterprise’s safety management level. The first indicators including safety objectives, regulations, standards, safety input, safety management, safety rules and regulations, safety consciousness and behavior of the managers, communication, security, rewards and punishments, security, risk management, safety education and training, emergency management, site management, accident controlling, performance measurement and evaluation. Then on the basis of the theory of maturity model, by researching the present situation and characteristics of non-coal mine enterprise’s safety management, built the evaluation model of non-coal mine enterprise’s safety management level, to the level of safety management of coal mine enterprises from low to high divided into chaos, simple, specification, lean, the optimizing level five hierarchy, and defined the standard of each index in each hierarchy level. Then with the principal component analysis (pca) and polygon area method of evaluation method for the coal mine enterprise’s safety management level to evaluate, determine its level, find out the advantages and defects in safety management, and the realization of the coal mine enterprise’s safety management level of the application of continuous improvement. Finally, the limited liability company Guangxi Guihua Cheng coral ore for the application of mine enterprise’s safety management level of evaluation model of object, the level of safety management evaluated, and the result is analyzed.
