China’s industrial development process of rising demand for coal energy consumption has put forward higher requirements for coal mine safety,although China has issued the "Occupational Health and Safety Management System Requirements and Guidelines for the use of" for the construction of the system and improve the management of coal mining enterprises to point the way forward,but the current situation of safety and occupational health of coal mining enterprises is still not optimistic,some enterprises have blindly copied the system content,the lack of management,etc.However,the current situation of safety and occupational health in coal mining enterprises is still not optimistic.Therefore,there is an urgent need to conduct a study on the maturity of OHSMS for coal mining enterprises in China,which is important for scientific evaluation of the management level of enterprises and seeking effective improvement measures.By analyzing the PDCA theory and the high-level structure of OHSMS,we introduced the maturity model,divided the maturity level from low to high and determined the judgment criteria and key process domains.After compiling the technical changes of the new version of the standard,research literature and consulting experts,24 secondary indicators were identified,and the OHSMS maturity evaluation index system for coal mining enterprises was constructed.Hypotheses on the relationship between variables and structural equation modeling(SEM)were proposed for the factors affecting OHSMS maturity in coal mining enterprises.The Likert questionnaires were designed and distributed,and the valid questionnaires were validated by SPSS 27.0;exploratory factor analysis and validation factor analysis were conducted using AMOS 26.0,and the results showed that the scale questionnaires could objectively explain the four latent variables,and all the explicit variables could accurately reflect the characteristics of the latent variables;the validity test was passed,and the question items did not need to be The validity test passed,and no changes were needed for the questions;"Optimization of management A" and "Continuous improvement A2" were the latent and explicit variables with the most significant influence on maturity,and they were also the primary and secondary indicators with the greatest weight.The results show that the OHSMS maturity level of this enterprise is II,i.e.quantitative level,and the evaluation results are consistent with the actual situation.Applying the system dynamics theory,Vensim PLE software was used to simulate the OHSMS maturity of coal mining enterprises in the next 4 years under the influence of "different amounts and conversion rates of safety management inputs" and "different intensity of management links".It was found that increasing the amount of safety management investment,strengthening the conversion rate of safety information system investment,strengthening the planning management intensity from 0 to 20 months,and strengthening the optimization management intensity from 20 to 48 months would significantly improve the OHSMS maturity of the enterprise,and at the same time,recommendations were made to effectively improve the OHSMS management level of G coal mine,which is a guide to improve the management measures and performance of the enterprise in the future.The study also provides guidance for improving management practices and performance in the future.Figure [31] Table [32] Reference [97]...
