Coal mine safety production is the key of the industrial safety; safety behavior isthe essence of coal mine safety. Act in violation of regulations of miners in the coalmine safety management although it have been constantly stressed, from the point of thesecurity research, conduct safety still not receive enough attention and solve problemssuch as why coal miners’ violation behavior would happen. So the study of the coalmines’ violation behavior has theory and realism importance.To begin with, contents analysis method and statistical analysis method are used toStatistics and analyze the major coal mine accidents from2001to2010in china, wefound that in the decade since the coal miners violation behavior causing accident rate isabout46%. What’s more, the coal miners’ violation behavior is screened andclassificated, then the influence factors of coal miners’ violation behavior is screened byanalysis the major coal mine accidents’ environment features and characteristics of thesource, it include individual characteristics;management environmental factor;conductenvironmental factor;production environmental factor;social environmental factor andso on. Thirdly, coal miners’ violation behavior formation mechanism is studied basedon the theory of expectation. The premise of the violation behavior is the violationneeds and motivation which caused by the stimulation of external environment factors.But the needs and motivation are eventually converted to violation behavior depends onthe titer and cost of violation behavior and compliance behavior. In the fourth, thesupervision department supervise or not will lead to the cost of the violation behaviorand compliance behavior change, thus using the evolutionary game theory to establishthe evolution game model between coal regulators group and miners group to study theevolution process of miners’ behavior, it concluded that whether the miner to choose theviolation behavior is associated with the extra income gained by the violation behavior,the violations of penalties and the loss caused by violation behavior and so on. The last,through the formation mechanism and evolution game model of violation behavioranalysis and combine with the case sima coal mine, the writer put forward themanagement countermeasures are including implementation of REC modal refinementmanagement system, construction of coal mine safety quality standardization system,improve the economy of coal mine safety production responsibility system, improve the coal miner report violation behavior incentive system and so on, hoping to carry outeffective management to the coal miners’ violation behavior. |
