Research On The Effect Of Public Participation On The Governance Of Regional Environmental Pollution

While China’s economy has achieved high-speed growth,the problem of regional environmental pollution needs to be solved urgently.The important issue of contemporary China is how to build a system for the government,enterprises and the public manage environmental issues.Therefore,this paper takes the influence of public participation on regional environmental pollution control as the starting point to offer feasible suggestions for the construction of the national environmental governance system.This article is based on the provincial panel data from 2011 to 2015.Per capita industrial waste water emissions,per capita industrial waste gas emissions,per capita industrial sulfur dioxide emissions,per capita nitrogen oxide emissions,per capita industrial smoke and dust emissions,per capita amount of industrial solid waste generated construct the regional environmental pollution indicator.Environmentalrelated public letters and visits,public visits,NPC suggestions and the CPPCC proposals are used to measure traditional public environmental participation,and complaints by telephone and network and Baidu Public Opinion Index are used to measure the new media environment Participation method.The system GMM estimation is used in empirical study to explore the direct influence of different public environmental participation methods on regional environmental pollution control,and examine whether public environmental participation can effectively reduce the degree of environmental pollution with the legal,administrate and economic regulation of the government.Among the traditional ways of environmental participation,the public visit is more direct and effective.Among all the ways of participation,the new media environmental participation has the greatest direct impact on regional environmental pollution control.Secondly,at present,the public in China mainly improves the effect of regional environmental pollution control by participating in the administrative regulation process of the government,and there is still a shortage of participation in the formulation and implementation of environmental laws and policies and in increasing environmental protection inputs.What can be drawn from the empirical study is that the improvement of regional environmental pollution control still needs to pay attention to the system construction on environmental management.Specifically,we should improve the environmental laws and regulations system,increase public environmental participation methods in new media,and improve the government environmental investment regulation system.Public participation in environmental management is a new type of environmental governance model,which is beneficial to the stakeholders of environmental resources to exert the subjective initiative,establishing the environmental pollution control system based on the multi-party game,overcoming the information asymmetry issue faced by multiple agents,and improving the efficiency of pollution control.The theory of regional environmental governance has been enriched in this paper,the research of informal environmental regulation such as public opinion on regional environmental pollution control has been promoted,and the empirical base of regional environmental governance has been provided,which can help to improve the channels of public environmental participation and optimize the interaction mode so as to play a positive role in public opinion.
