| The people’s sense of participation and gain in social life is the most effective evaluation index for the effectiveness of social governance.Relying on the governance model of "River（Lake）Chief System" for urban environmental governance,the urban landscape can be rapidly improved.It has value for policy optimization that Select the governance model of "River（Lake）Chief System" to study public participation.Honghu City is a provincial-level water ecological civilization pilot county.it is representative as a place of research.Through a large number of studies of relevant literature,the research status of urban environmental governance at home and abroad is reviewed and analyzed;Through in-depth interviews and questionnaire surveys in the research sites,we found out the problems of public participation in urban environmental governance,and use the relevant knowledge of collaborative governance to analyze the main factors affecting public participation in urban environmental governance.It is found that at this stage,the promotion of the "River（Lake）Chief System" has effectively achieved the effect of urban environmental governance,and the public’s happiness in life has been greatly improved.However,the effectual of the public to participate in urban environmental governance is generally not good.It is not conducive to the further improvement of the effectiveness of urban environmental governance.In order to optimize the current environmental governance mode of "River and Lake Chief System",and at the same time expand and enrich the practical application in the field of urban environmental governance in my country.It was based on the basic viewpoint of collaborative governance,this paper puts forward relevant suggestions for further improving the effectiveness of public participation in urban environmental governance from three aspects:optimizing the public participation guarantee mechanism,improving the public participation system and increasing the supply of information services. |
