Research On The Willingness Of The Public To Participate In Environmental Governance In Taiyuan City

In recent years,the public has become an indispensable force in China’s environmental governance.In urban environmental governance,the public plays the role of manager and actively participates in the improvement and improvement of environmental health,which is one of the important ways to promote the continuous transformation of government to service type.As an important heavy industry and energy base in China,Taiyuan has a serious environmental pollution problem.Until 2020,Taiyuan’s air quality ranking is still not out of the top ten of the 168 key cities in China,so the pressure of environmental governance in Taiyuan is still great.Under this background,the choice of Taiyuan citizens as the research object,this paper hope through the study of the will of individual participation in environmental governance influence factors,the influence factors of public participation in environmental governance intention model is set up,for the relevant government departments of public participation in environmental management and guide provide beneficial theoretical support and policy Suggestions.It provides a rational thinking path for citizens concerned about urban environmental governance.After reviewing the domestic and foreign literature,this study extracted five factors affecting public participation willingness of environmental governance based on the technology acceptance model and theoretical framework of planned behavior as well as the research results of relevant scholars.It includes two internal factors,participation motivation and self-efficacy,and three external factors,subjective norms,objective conditions and government trust.This paper combines the theory of planned behavior with the technology acceptance model to establish an analysis model of influencing factors of willingness to participate,and puts forward the hypothesis that all the five factors have a positive impact on public willingness to participate,and external factors will also have an impact on internal factors.After empirical analysis of the questionnaire survey results,the following conclusions are drawn: Participation motivation,self-efficacy,subjective and objective conditions,the government trust and public participation will appear different degrees of positive influence,the external factors of the subjective standard and objective conditions are respectively for the two variables have a significant impact on internal factors,and the government trust has a significant effect on self-efficacy,the impact on the participation motivation was not significant.Based on the research results,this paper puts forward some suggestions for relevant government departments based on the governance theory: strengthening environmental education,cultivating civic participation consciousness in daily propaganda and education,improving public participation ability in systematic environmental education,and stimulating civic participation motivation from internal consciousness.Improve the system construction,change the government work attitude,actively perform the regulatory function,improve the government environmental governance information disclosure system and team building,to provide institutional guarantee for the public to participate in environmental governance;Improve the participation mechanism,broaden the participation channels,establish incentive mechanism,clarify the time limit for opinion processing,attach importance to the role of social organizations.So as to guide and encourage more citizens to participate in the process of urban environmental governance,enhance the awareness and participation of citizens,so as to further promote the effectiveness of urban environmental governance.
