The Legal Issues Of Air Pollution Control In Nanning City

With years, China’s urban economy is generally development at all costs in high-speed. Cities with all kinds of environmental pollution cause the physical and mental impact to people is constantly expanding. And with Beijing PM2.5events gradually fermentation, since early2012, the pollution event of urban haze phenomenon across the country has become one of the most concern of the whole society, and people come to realize that, not just because of the concept of being anxious to achieve quick success and get instant benefits might wrong, however, the more important thing is that the legal system of prevention and control of atmospheric pollution is not perfect. How to regulate of local air pollution behavior effectively and convert the contrary status of local economic development and environmental pollution, while the upper laws are not perfect and lack of local air pollution control system? This might need to seek a breakthrough in theoretical research level by following the existing principles of higher-level laws, fist of all, with special air condition in local, careful survey and analysis must be done, and thus for the creation or consummation of feasible local air pollution control regime of laws. This article has been explored in this context, by trying to see big things through small ones, Nanning, as the object of study, by focusing on analyzing the institutional reasons for the current situation of atmospheric pollution, and I will aimed at the main problems put forward a sound proposal. This paper is divided into six parts, Preface:for the introduction of domestic air pollution status and Air Pollution in Nanning, which elaborates this writing background and purpose. Chapter1:By combing the concepts and theories of atmospheric pollution and pollution control regime of laws, to lay the foundation for the proposed countermeasures. Chapter Ⅱ:Investigated and elaborated Air Pollution in Nanning and its main causes, provide information support to propose a solution later. Chapter Ⅲ:Elaborates the experience of internal and abroad to solve the same problem as Nanning. Chapter IV: Summarizes the deficiencies in the regime of law for prevention and control of atmospheric pollution in Nanning and put forward the corresponding countermeasures, based on the previous three chapters. Conclusion:A summary of the whole thesis, deepen the theme.
