In recent years, most of the agricultural lands in China have been deteriorated by traditional agricultural production methods and rural lifestyles, such as extensive use of pesticides, fertilizers and mulching films, as well as pollutions from accumulation and discharge of household waste and construction waste. The existence of these problems brings further intensified contradictions between human and lands, and the agricultural land environment has been seriously damaged. In all these problems, pesticides, fertilizers and mulching films are cliches. Although the effect of their regulation is not obvious, people still have a certain understanding of their damages. However, the soil pollutions caused by the rest of problems including household waste have not yet attracted people’s attention, so this paper makes a study from this perspective.Defines the scope of agricultural land and the status of agricultural land pollution. Then from a perspective of household waste pollution, a summary is made on the characteristics of rural household waste: large quantity, low processing rate,complex compositions, waste transfer from cities to countryside, gradually and constantly accumulating hazards. Household waste will cause vicious cycles of soil pollution, water pollution and air pollution, these hazards cannot be underestimated.Through a questionnaire survey and other forms of investigations, the farmland soil pollution and household waste disposal situation of Hongqiling Village are explored.Based on data statistics and analysis, this village’s problems are summed up.Elaborates many deficiencies in China’s current laws and codes about prevention and control of agricultural land pollution, law enforcements and control and supervisions on agricultural land pollution behaviors. In the current laws, there is no special legislation on soil pollution prevention and control in China, and the lack of laws on soil pollution prevention and control leads to the an embarrassing situation in legal basis-absent soil pollution prevention and control works. In law enforcement, the power and responsibility of the administrative organs on this issue are unclear, leading to extensive law enforcement bodies for law enforcement of agricultural land and a phenomenon of decentralized management. In addition, the lack of internal supervision and public supervision on law enforcements also becomes a reason for constantly increasing agricultural land pollution in China. Due to long-term living habits and low level of education and culture of farmers, their behaviors of agricultural land pollution are difficult to control, exacerbating the soil pollution.On the basis of the above researches, puts forward a proposal for preventing and controlling soil pollution in China in order to effectively avoid and improve the soil pollution in agricultural land. For example, for the current laws, the legislative concept of combination of prevention and control needs to be highlighted, so as to speed up the special legislation process for prevention and control of agricultural land pollution and improve the standard system for pollution prevention and control on agricultural land and further clarify the legal liability of soil pollution. In law enforcement, the responsibilities of each administrative organ shall be cleared to improve the supervision and restraint mechanism in rural environmental law enforcement. Through the urbanization of rural areas, particularly for improvement on farmers’ awareness of modernization and environmental protection, and through scientific and technological innovation, particularly for research and development of environment-friendly rural life supplies, the environmental pollution behaviors of the farmers can be corrected spontaneously.Soil pollution prevention and control in agricultural land are also an important part of rural environmental protection, because the quality of the soil is related to the health of rural residents, the sustained and healthy economic and social development and the future life of generations of descendants. At present, in the face of increasing soil pollution in agricultural land, we need to face up to this fact and can not ignore any hidden soil pollution source for farmland, such as household waste source, so as to provide a strong guarantee for protection of agricultural land.
