The quality of the atmosphere is related to the vital interests of the public.The public is also the direct experience of the quality of the atmospheric.Managing the regional air pollution and improving the regional air quality are the proper meaning of the scientific development concept.On October 23,2017,Minister of Environmental Protection Gan jie Li at the press conference on "Implementing the concept of green development and building a beautiful China" at the 19 th National Congress of the Communist Party of China(NPC),the PM2.5 drawdown concentration in the three major districts of Beijing,Tianjin,Hebei,Yangtze River Delta and Pearl River Delta decreased in 2016 compared with 2013 More than 30%.However,the situation of air pollution control is still grim.In order to improve the regional air quality,it is bound to exert great efforts to rectify the regional air pollution.The best policy for regional air pollution control is to carry out joint prevention and control,we will take the prevention and control of atmospheric pollution in the region as a whole and "share interests and share risks" from all parts of the region.However,the division of the region will inevitably conflict with the traditional administrative division.The "departmental protectionism" and "local protectionism" have made the implementation of the joint prevention and control work a great deal of resistance.Combining the impending trend of air pollution control,Therefore,it is necessary to conduct research on the joint prevention and control of regional air pollution and establish a set of operable systems.Against the backdrop of increasingly severe situation of regional air pollution prevention and control,this paper analyzes and comprehends the principles in detail,and then follows the thinking from the basis of implementation to the experience and then to the system construction.The thesis is divided into three main parts,which are described as the follows:The first part mainly analyzes the basic concepts and realization foundation of regional air pollution prevention and control.First of all,it defines the concept of joint prevention and control of regional air pollution and analyzes the characteristics of regional air pollution prevention and control.Secondly,the basis for the joint prevention and control of regional air pollution is defined from the definition of the standard of regional division to the division of responsibilities and responsibilities Clearly analyze and explain the preconditions and foundation for joint prevention and control of regional air pollution.The second part is the introduction of the current legal provisions on joint prevention and control of regional air pollution and the present experience of successful practices in the region.Based on the introduction of the advanced experiences of the United States,EU and Japan in the joint prevention and control of regional air pollution,Reflect the direction of perfecting and developing the joint control system of regional air pollution prevention in our country.The third part is the construction of joint prevention and control system of regional air pollution in our country.That is to say,the goals of the system are clear,the implementation path is clear,the unification of pollution discharge standards and the strengthening of regional joint enforcement and accountability,and the improvement of the combined control of regional air pollution prevention in our country We hope that the implementation of these measures can effectively improve regional air quality.
