Exploration On The Financing Problem Of Marine Economy Development In The Zhoushan Islands New District

Due to the downturn of global economy and the increasing depletion of land resources, China’s economy development is facing severe challenges. Therefore, adjusting the industrial structure, changing the style of economic growth and developing new industries is now imminent, aiming at establishing new economic growth poles. So the exploitation of marine resources is the trend of global economic development in the future. Owning rich marine resources, the development potential of our country’s marine economy is very huge. However, China’s marine economy foundation is quite weak. In consideration of the situation above, the Chinese government proposed to promote marine economy in the "Outline of the Twelfth Five-year Plan" issued in March,2011, and brought it up to the level of national strategy. In June30th,2011, the Chinese government approved the establishment of Zhoushan Islands New District, which is the experimental field for the construction of marine economy in the country. Besides, the establishment of Zhoushan Islands New District is also the milestone for China’s implementation of marine economy development strategy.Compared with the land economy circle, marine economy also requires a large amount of investment for construction and development, but its characteristics and financing requirements are different. Therefore, we can not rigidly apply the financing pattern used in land economy circle to the marine economy development of Zhoushan Islands New District. In this paper, comparing with the financing status of Zhoushan Islands New District, We find out specific financing problems through the analysis of characteristics from marine economy and financing requirements. Combined with successful experiences in the financing of marine economy from advanced countries or regions, this paper constructs the preliminary framework of financing system for marine economy in Zhoushan and puts forward measures for realizing this idea to provide adequate, stable, reliable supply of funds for the development of local marine economy.
