To Construct A Flat Administrative System Of Zhoushan Islands District In Zhejiang Province

Zhoushan Islands District as China’s first marine national economy themed district,was given a "first try first" historic mission, which is both rare opportunities fordevelopment, but also of great practical challenges. Zhoushan Islands District’s healthydevelopment and the ability to highlight the national marine economic developmentstrategy called "bridgehead" role, which affected the local administrative system as well asadministrative services management philosophy largely. Optimized Zhoushan IslandsDistrict administrative framework to explore the direction of its administrative reform, thereal implementation of the "flattening" of the administrative system and social governance,and effectively improve the efficiency of local administration and flexibility to adapt totoday’s changing economic development with the objective needs of the community.Based on the above thesis significance and necessity, firstly Zhoushan history ofevolution of the administrative system of the sort, for now Zhoushan Islands Districtadministrative system analyzes, analyzes the changes in the law and determine whichconstantly changes and always the same part.
