In order to fully understand the occurrence and development of coal resourcessituation of China, the professional field evaluation has been carried out on a largescale study of coal resources. The past evaluation of mineral resources had nointerpenetration between the previous multi-disciplinary and more for qualitativeevaluation.The papers will evaluate the coal resources by taking a variety of factorsand disciplines into account.Evaluation include: coal and its scale evaluation,evaluation of mining geological conditions, evaluation of safety geological conditions,evaluation of external economic conditions. The main purpose is to clarify theenvironmental protection degree of the evaluated coal resources, the degree can bemechanized mining, safety conditions, the potential economic value, anddetermining the exploration area or prediction area’ sequence of exploration anddevelopmentThe evaluation objects are the four predicted zone of Handan, Handan mineablecoal almost exhausted and urgent need to find new resources to replace mining.According to the latest round of national potential evaluation of mineral resourcetechnical requirements delineated in Handan four prediction areas. These four statesbetter predict coal seam zone, the external conditions are suitable to develop coalresources. Truly availability of development and construction and the order ofarrangement need to be determined by further research evaluation model of this paperGray Cluster analysis is a mathematical method to solve the problem ofuncertainty, this evaluation model mainly uses gray clustering method.Whichinvolves the establishment of evaluation system and albino function, the weightcalculation of evaluation indexes, and finally get the clustering vector andcomprehensive value.The establishment of evaluation system and the weight calculation of evaluationindex need to use AHP, evaluation indexes is divided into three by this method: thetarget layer, constrained layer, index layer. The purpose layer is the topmost layer,constrained layer refers to the scale and condition of coal, mining geologicalconditions, safety geological conditions, external economic conditions; index layer isdivided into two, include class B9parameters class and class C22index items. Theclustering is used gray fixed weight clustering, weights need quantitative calculationahead of time. Judgment matrix can be created using AHP, hierarchical get weight of each index.Different evaluation objectives using different evaluation index, the samemathematical model of evaluation are gray cluster. In this paper, four Handan forecastarea as example, the degree of environmental targets coal resources, the level ofmechanized mining, geological conditions of security, external economic conditionsare evaluated, and obtained the comprehensive evaluation results, exploration anddevelopment of the order of the forecast area is: Xi yang cheng forecast area, Nancheng area, Ci xi nan forecast area, Zhao dian forecast area, evaluation results areconsistent with the potential results of the evaluation report made by Coal geologicalExploration Institute of Hebei Province.According to the technical theory of this evaluation model and VB language thepaper compiled the development and exploration software of the coal resources’multi-objective evaluation, it will be more convenient when using this software onmultiple evaluation areas evaluated. For other exploration area/forecast areaevaluated in other district, just a little change of this software can be realized.
