Abstract:For over the past30years of reforming and opening up, china’seconomy has a great development. At same time, the country is also facing a great population, resources and environmental pressures. For the implement of the overall strategy of the Party Central Committee concerning the integration of urban and rural development, new urbanization and ecological civilization, Hunan province government proposed two types of "Four-Hunan" and "four modernizations" goals. The good news is the Urban and rural overall planning is booming in various urban and rural areas in the province. There are some problems which the overall urban-rural development we need to solve, such as the problem of the present situation investigation and data collection, the difficult problem of the data and knowledge integration, the difficult quantitative of the planning analysis and evaluation, Collaboration difficult for multiple planning. From the basic concept and key techniques of whole planning in urban and rural areas, it is a specific object of the article, Jiahe county in Chenzhou City, Hunan province. The article studies the technology of application of GIS about urban and rural overall planning.In this paper, the author reviews the related basic concepts about overall urban-rural development and GIS, discuss and introduce the related research and technology at home and abroad and summarize questions for ensure contents and objectives of the research. Then, the author analyzes overall planning of urban and rural areas aspects of the work of the technical problems as well as the necessity of the application of GIS technology and presents a GIS technical support in the urban and rural planning processes and the corresponding key technologies; The article emphasis the investigation of information technology in urban and rural planning field, spatial data processing and integration technology, spatial analysis and other planning analysis technology and integrated research technique, introduces the principle, key technology and function module of GIS software build. Then, this paper focus on field research information, spatial data processing and integration, the auxiliary planning analysis and synthesis for Workshop of Meta four technical and discusses in detail the support of GIS technology in urban and rural planning process and application of results in jiahe country of chenzhou city; in thus, summed up the thesis research and innovation, cutting-edge technology and research prospects.Through the exploration and application research of GIS technology in urban and rural planning, it initially established a set of suitable GIS method and technology system for urban and rural planning. All these will establish the application of new technologies for the urban and rural planning ideas and technical reference, improve the level of information technology and quantitative analysis component of urban and rural planning and make the planning and decision more scientific.
