The rural planning data dynamic maintenance work need to carry out an investigation of the planning status.In the process of traditional investigation work,planners need to carry large amounts of paper data and save the results by the way of manual recording,and then import the results into database after internal process.The traditional investigation way has many disadvantages such as low efficiency,low accuracy and difficult to update survey results in real time.In recent years,with the development of mobile GIS technology,planner's demand for mobile office is increasing.Building a urban and rural planning data dynamic maintenance system is necessary,which not only can integrate multi-source planning data,but also can efficiency carry out the investigation work and update the investigation results in real time.This system can play an important role in the information construction course of urban and rural planning.Firstly,the urban and rural planning data has multisource and heterogeneous characteristics,how to manage these data is the primary problem that needs to be solved in this thesis.The thesis researched on the principles and methods of coordinate transformation between different coordinate systems first,the spatial data were unified into the WGS84 coordinate system on this basis.And then,the thesis collated and classified the attribute data and the file data about planning features,and constructed the urban and rural planning spatial database,which realized the unified management of urban and rural planning data.Then,the thesis researched on the technologies,which including the basic theories and methods of mobile GIS,the data exchange way between client-side and server-side and the principles and methods for online editing of map features.These technologies were applied to the dynamic maintenance work of urban and rural planning data,planners can update the survey results to server in real time through mobile terminal,inspectors can check the results timely through web-client,which can simplify the present situation investigation process.And then the thesis researched on the algorithms of polygon clipping,especially Weiler-Atherton algorithm.The thesis gave a method for automatic update of the surrounding features at last.Finally,based on some technology means such as mobile GIS,Silverlight,Android,ArcGIS Server and spatial database,this thesis has designed and developed a urban and rural planning data dynamic maintenance system,which not only realized planning data browsing,querying,analyzing,online editing functions,but also realized the functions of surrounding elements automatically update and changed data update in real time.The thesis tested this system in the case of sport venue planning project in Shibei District,Qingdao.The test results showed that this system can improve the efficiency of planning data survey work and improve the accuracy of the survey results.
