Typhoon is one of the most destructive meteorological disasters in the world,ourcountry is a typhoon country, every year especially in coastal regions, typhoon bringsimmense economic losses and casualties. In recent years with the rapid development ofmeteorological science, the typhoon data collection means more and more advanced, makethe typhoon data volume increase sharply. At the same time with the fast development ofsoftware techniques, geographically mobile information service is becoming more and morepopular, more and more people care geographic information. So, to seek an efficient datacollection, management, analysis, and sharing of geographic information platform isnecessary and significative.Although traditional GIS system with data collection, processing, management,analysis, and other functions, but it has many disadvantages. Such as,client machines needto install many softwares and only some GIS software application ability of staff can the GISsystem. WebGIS is a combination of Internet and GIS, and it not only has all the function oftraditional GIS, but also has the function of Publishing and sharing map service. WebGISmake the traditional GIS become a public information searching system,User just only useWebGIS by browser. It not only largely to realize data sharing and pushing GIS to a broaderworld.In this paper, on the basis of functional requirements of typhoon information retrievalsystem and the characteristics of typhoon data, proposed a solution of the building oftyphoon information retrieval system.The research mainly includes the WebGIS modelstructure and the comparison of various implementation techniques, ArcGIS Serverarchitecture, Server management and all part of the system, The data form of Typhooninformation, spatial data model, spatial data engine ArcSDE and Oracle database system etc.Based on these studies ultimately select the suitable for this system development platform,the system of three layers structure and development methods. This system adopts the ArcGIS Server for Java ADF, ADF is Esri company provide a framework for developmentof WebGIS, by using this framework, developers can put more focus on the development ofThis system adopts the ArcGIS Server for Java ADF, ADF is Esri company provide aframework for development of WebGIS, by using this framework, developers can put morefocus on the development of core functionsPaper’s research production is proposeing a solution of the building of typhooninformation retrieval system and implementing a prototype. The system has basic functionsand core functions, such as map to zoom in and out, roaming, measuring distance anddisplaying the typhoon path etc. At the same time, using AJAX technique to avoid whitephenomena,has good user experience. Compared the various techniques of displayingtyphoon path, eventually using VML technique to realise dynamic typhoon path.
