Based on the study in the development of headquarters economy about the developed cities at home and abroad, we can draw the experience of its development. Finally, according to the experience of developed city, combined Zhengzhou’s inherent problem, the article makes some targeted countermeasures including promoting economic construction, strengthening regional linkage, improving government services, clearing the headquarters positioning, developing modern service industry, introducing high-end talent, raising the city’s well-known and so on.
