Research On The Sub-central City's Selection And Development In The Eastern Region Of The Central Plains Economic Zone

In September 2011,the State Council issued a guidance on supporting to accelerate the construction of the Central Plains Economic Zone in Henan province,marking the Central Plains Economic Zone has officially become the national strategy.The Central Plains Economic Zone is facing an unprecedented historic opportunity.According to theories such as the regional development radiation theory,in the process of regional economic development,the central city can not be thriving itself.We should vigorously develop some sub-central cities.Sub-central city plays an important role in enlarging central city's effect,developing the central city as well as promoting the economic development of the peripheral regions.At present three cities were taken as the sub-central city in the region.They are Luoyang,Handan and Nanyang.However,we can not find a city which has a obvious advantages like Luoyang,Handan and Nanyang among the 12 cities in the eastern region of the Central Plains Economic Zone.So this article will focus on ways to filter out the sub-central city from many competitive cities in the eastern region of the Central Plains Economic Zone.It also concentrate on how to consolidate and promote the sub-central city status.The main ideas and methods are as follows:Firstly,the sub-central city should meet two conditions.One is the strong economic competitiveness,and the other is strong regional competitiveness.We establish a system of evaluation system for the two conditions.Secondly,we analyze and compare conditions of the alternative cities with scientific methods.By using the SPSS statistical software,we analyze the data with principal component.We calculate the weight of the index with Analytic Hierarchy Process.Using standard score evaluation method we calculate the standard score of each city.And then we calculate a composite score for each city.We find out that Heze City rank first.It means that Heze is the sub-central city in the east of the Central Plains Economic Zone.Finally,According to the reality of the Heze city,we put forward the five suggestions as follows:establish the status of the deputy centre city,enhance their own comprehensive competitiveness further,create effective carrier of economic cooperation across the administrative areas,create long-term mechanism of economic cooperation across the administrative areas,promote the integration of Central Plains Economic Zone together.
