A Study On Transfer SurPlus Of Rural Labor Force In Henan Provinc Under Central Plains Economic Zone

Though the research on rural surplus labor transfer started early, theoretical research is relatively perfect, but different environment, different policies can make labor transfer show new characteristics and new problems. Especially in the central plains economic zone construction in Henan Province, with the rapid economic and social development, rural labor transfer shows different characteristics accompanying by the advancement of the central plains economic zone construction process. The orderly transfer of rural labor is not only the precondition for the realization of new type of agricultural modernization, but also plays an important role in the building of the new urbanization and the new industrialization. So the problem of rural surplus labor transfer in Henan Province has the vital significance in constructing the central plains economic zone.This article first simply introduce the background of thesis research, and generalizes and summary the basic theory of rural labor transfer. The second part discusses the relationship between the central plains economic zone and rural surplus labor transfer. Based on the history of the the rural labor transfer in Henan Province, the third part analysis the current status of labor transfer in the central plains economic zone construction,finds that there are many problems:such as rural labor transfer in Henan Province is not completely, needing further realize the transformation of citizenship, comprehensive quality low, unreasonable structure of transfer of labor force, age and other issues in the process of the transfer and unsound labor market and unreasonable institutional constraints, caused the current rural labor transfer in Henan Province can’t meet the needs of the centeral plains economic development. Aiming at the inadaptability in the process of transfer, this paper finally puts policies to accelerate the transfer of surplus rural labor in Henan and promote the construction of the Central Plains Economic Area:First of all, we should speed up the rural land circulation, in orde to liberate the rural labor force from the constraint of land. Secondly, we should vigorously implement the rural labor quality promotion project, to enhance the capacity of labor force employment in the city. It can provide more employment opportunities for rural labor force by promoting industry gathering area construction、developing the third industry、speeding up the construction of new urbanization and encouraging the rural surplus labor start a self-employment career. Finally we should construction of integration of urban and rural labor market and actively yet prudently proceed with the household registration system reform, perfecting social security system to gradually break the factors restricting the urbanization of rural labor force. Ultimately we can achieve the transfer of rural labor not only without burden but skilled, powering the construction of the central plains economic zone.The main contributions of this dissertation are:First, there are many articles that research rural labor force transfer, but few people putting the Central Plains Economic Zone together with rural labor force transfer. This article starting from the connotation of the new urbanization, new-type industrialization and agricultural modernization, set forth the opportunities for rural surplus labor transfer brought by the construction of center plains zone in Henan Province. Second, putting forward the countermeasures to speed up the transfer of rural surplus labor in Henan and promote the construction of the Central Plains Economic Zone.
