Research On The Countermeasure And Problem Of The Current Grain Circulation System In China

The grain that has the characteristic of the public products is a strategic resource. Ensuring national grain security is of great significance for the maintenance of the national stability. China has a vast territory, the natural conditions of different regions is very different. The regional imbalance of grain production causes that the grain circulation is very important for the regulation of the grain supply and ensuring national grain security. Therefore, it’s necessary to improve the grain circulation system, in order to ensure the national grain security.The grain circulation system must adapt to the situation of the grain market development, after the reform of the grain circulation system in China, especially the market-oriented reform of the grain circulation system, the construction of the grain circulation system has made tremendous achievements that include:the market system of grain circulation has established, the grain reserves system has been strengthened, the capability of supervising and administering the grain circulation has further improved. However, there are some problems of the grain circulation system in China, such as the management of the state-owned grain enterprises drops behind, the grain subsidy policies are imperfect, the state-owned grain enterprise is the only body of grain reserve system, the layout and mechanism of grain reserves is unreasonable, the regulatory body of grain market is not clear, the regulatory capacity is weak, the grain macro-control is inefficient. There are such reasons that include:the legal system is imperfect, policy design process has problems, and the regulatory capacity of the grain administrative department is weak.It’s very urgent to improve the grain circulation system now. Learning from the world’s major countries on the grain circulation policies, using the knowledge of economics, public administration, and circulation theory, the author put forward some targeted and operational measures to improve the grain circulation system of China in order to solve the real problems of the grain circulation system in China. Such specific measures include:to establish and improve the modern enterprise system in order to further promote the reform of state-owned enterprises; to improve the price formation mechanism of grain based on market competition, focusing on the protection of high-quality grain varieties, to formulate the management system of the grain under the lowest price protection policy, to carry out the food import and export trade moderately; improving the subsidy system of grain reserves, to put the civil grain reserves in the national grain reserves system, to increase the varieties of grain reserves; to improve the grain laws and regulations system, to strengthen the construction of grain law enforcement agencies and the training of grain law enforcement officers, to innovative grain regulatory mechanisms; to establish and improve the direct reporting system of grain circulation information, relying on rations supply enterprises and the network of Assured Grain&Oil Engineering, to establish and improve the network of the grain emergency process and emergency delivery.
