"Food is the most important thing to people", Grain contacts with acountry's survival and development can be heard everywhere in China, acountry which has too many people and is limited to its numbered resource, especially in Zhejiang province which needs grain a great deal.Zhejiang is the second-largest distribution province in China, and its gapbetween producing and demand is soaring. In future, the gap will be to100-110 millions kg. Zhejiang province has to depend on other provinces'outputs to balance, and thus dependence is serious. During the new age, establishing a system of Zhejiang grain security is a major event, because theproblem of grain safe is much more important than ever.We discuss the problems exist now in Zhejiang grain safe betweenoutputs and demands, fluctuation of grain price, the storage of grain, and so on, especially the large gap between demands and outputs. In addition, weintroduce about the status of the grain information construction. All of theseare useful for the models' building for grain safe and early warning system.In China, it's too late to research grain safe early warning which bases onthe whole China and focuses on the safe of grain production. As a domesticgrain distribution area, Zhejiang doesn't excessively pursuit of self-sufficiencyin grain production. Its main source of grain comes from domestic scheduling and self-produce, thus security issues primarily in grain production andcirculation, in particular in the latter. Grain production safety issue is relativelystraightforward and obvious, and grain circulation is indirect and easy to beoverlooked. In this thesis, the grain production and circulation security earlywarning model and market monitoring model are based on production andcirculation. To circulation security area, we take into account not only thelong-term security, but also pay attention to short-term market security. Towmodels play complementary roles. On the basis of the model, we haveintroduced a expert assessing system, which is a expert group for theeconomic analysis and forecasting, through in-depth investigations and studies,and early-warning analysis of the actual and assessment of forecast results toassure the quality of the grain early warning analysis.Last, we design a platform for grain safe and early warning system,include its framework, network constructor, function module, and so on. Strutsframework is effective to implement the system using the MVC patternthinking and Hibernate adopted to achieve the operation of persistence layer.Thus system has better transplant and scalability.We develop early warning systems for grain security in Zhejiang, whichmeet the actual needs of forecasting Zhejiang grain security. Through the realtest of the year, it achieves a practical and theoretical line.
