To start with, speeding up the circulation system of grain which conclude those respects, promote the development of the food system, provide basic safeguards for the grain circulation system; improve the service level and quality which can be able to adapt the wholesale markets, at the same time, widen the functions of the market radiation; intensify reform and reorganization the state-owned grain circulation enterprises. Secondly, create a multi-pronged food price formation mechanism:still follow with interest on promoting the conservation policy of minimum grain price; perfect and develop the grain wholesale markets; Thirdly, improve the grain reserve supervision and administration system specifically,the government should establish and perfect the supporting facilities on grain reserves; discovery some new ways to perfect the management mode and operational mechanism; Only by solve these problems mentioned above properly and constantly improve the relevant policies that the grain circulation system of our country can be carried out smoothly.
