In recent years, the relationship between the growth and environmental quality has been discussed intensely, especially under the background of global warming, the economic growth and the resulted resources exhausting. According to the history of developed countries, rapid economic development is often achieved, but at the expense of environmental deterioration in a large degree. Hence, it is clear that sustainable development should be the best pattern of economic development, which can probably balance the relationship between the growth and environmental quality. Eventually, it is theoretically and practically significant to discuss how to harmoniously improve the relationship between the growth and environmental quality.As a resource-based city, the economic development of Jinchang City was or is straining the environment. Therefore, it is of significance to balance the relationship between the growth and environmental quality, to regulate the social-economic development as well as to build sustainable development.Based on the data collected from the monitoring stations between1992and2011in Jinchang City, this study empirieally analyzed the relationship between the economy and environment, with Environment Kuznets Curve(EKC). In this stage, the paper assessed the situation of environment and economic growth in this city, choosing the emissions of industrial wastwater, industrial COD, industrial gas, industrial SO2, industrial dust, industrial soot and industrial solid waste as the indexes in order to analyze the dynamic changes of the environmental indexes and GDP per people. According to that, this study provided the related political and practical strategies and measures.This paper comes to the following conclusions:(1) In recent years, there was a dramatic upward trend in the quantity of industrial wastewater, which plunged at the nadir of the "U" shape and then will dramatically rise in the following years; The quantity of COD in industrial wastewater descended and then rapidly rose, which shot at the peak of the inverted-"N" shape and then will decline but not greatly in the following years in a large degree.(2) The quantity of industrial waste gas experienced an upward trend, which is predicted that the quantity will remain increased the next years; while the quantity of SO2dropt to the nadir of the "U" shape, which is predicted that the quantity will go up; However, the quantity of industrial soot decreased to the nadir of the "N" shape. Especially, there was not a obvious relationship between the quantity of industrial dust and the economy.(3) The quantity of industrial solid waste remained increased with the economic development. Therefore, comprehensive utilization and amassment were the best measures to curb the growth.
