In recent years, the relationship between economic development and environmental pollution has been discussed intensely. Especially in the background of global warming, people began to evaluate the cost of economic development. The prospect of Developed countries is achieved with the cost of deterioration of the environment. In consideration of the irreversible effects caused by pollution, the developing countries have to avoid being in the old path as "pollution first, treatment later". With the growth of economy and pollution of environment, it is of great theoretical and practical significance to seek for the harmonious development of them.This paper demonstrates the relationship between economic growth and environmental quality. With the actual characteristics of underdeveloped area, scale of economy, economic structure, trade factors, technical factors and investment on abatement should be the main factors, by which economic development and environmental quality are affected. There are10provinces being chosen as the sample to analyze the EKC curve of western region. Some econometric tools, such as SPSS and EViews, are used to analyze. The gray correlation degree model is used to measure how the two systems coordinate.We can draw the following conclusions:Judging from the EKC, the turning point can be reached even when the per GDP is still in a pretty low level compared with the developed countries. The turning point of EKC for the western region is4800RMB, which can be achieved in the year of2000.We can also sort the factors according to the effects. The order should be:Economic structure, trade factors, and technical factors. The only effective factor by which the environmental quality should be improved is the investment on abatement. Judging from the coordination among the two systems, it is still not in a perfect situation but a healthy trend. Some political advice has been given to seek for the harmonious development between economy and environment.
