The construction of Achievement Evaluation System (AES), as one of the most important ways of corporation management, has started drawing intense attention from the enterprise circle as China’s policy of Reform and Opening-Up has intensified and its participation in WTO brings about increasingly more fierce competitions, which pushes the companies to continuously improve and perfect their management and to elevate their general achievement score.The Tobacco Company of Haibin, targeted by this study, hasn’t established an Achievement Evaluation System (AES) that has closely linked to its long-term strategic; it’s evaluation system roughly stays at the surface level without enough enforcement power to obtain an objective and precise assessment of its employees’ performance, which eventually leads to not only the unfair judge of employees’work, the failure of the goal of this evaluation itself, but also precipitates the stagnation of the performance of the whole company.The author has in-depth analyzed the underlying problems during the implementation of the Achievement Evaluation System (AES) in the Tobacco Company of Haibin, organized the research products about AES both domestically and overseas, systematically debated the incompleteness of the AES, inefficient enforcement of AES and the limited application of the AES results in the Tobacco Company of Haibin, and then the author proposed improved designs for the AES of this company and mechanisms to resolve the already existing defects, which will shed some light on the AES construction of other tobacco companies.
