Global software industry gradually becomes the core of economic knowledge; it’s also an important way that can improve national competitiveness. Meanwhile it plays a very important role in international competition for strategy. In these years. There is a global economic slowdown. How to come true the continuous development have obviously been a serious topic. The knowledge employees are the core of software enterprise. It’s the key point how to manage the employees and arouse their creativity. Performance management is not only important in the enterprise H.R management. But also a necessary component in the modern H.R management system. Therefore, it’s very essential for the enterprise to make BSC and create a system which is appropriate for R&D Performance management system.ISS is an oversea listed company who had over10years in the software industry. This article is taking ISS Corporation as an example. On basis of optimizing the current KPI system and also trying to set up another BSC system for RD employees. It ensures the feasibility of management objectives and coming true sustainable development by combining the target of staff, department and enterprise strategic objective.Firstly, this article proceeds with correlation theory of performance management and BSC, it deepen the understanding of BSC. Afterwards, it expounds the concept, solutions and performance management standard of BSC, meanwhile it made a pilot study to the software enterprises performance and BSC system.Secondly, it has made an research to the ISS company profile, development situation, Performance management situation and existing problems in ISS. It set up a system for BSC that is appropriate for R&D staff according to the summary of problems, rationale. And current situation, it takes corporate strategy as the starting point. Go with finance, clients, internal business process, and staff development. And also draw out strategic map, target and performance evaluation index system based on BSC.At last, it put forward the suggestions from R&D staff for the BSC performance management and ISS situations.This article makes sense to the ISS performance management. Also it has reference value to other enterprise who especially wants to implement enterprise strategy and being sustainable development in the software industry.
