A Research On The Coordinated Development Of The Industrial Structure And Urbanization Of Chengdu City

On18th October2010, the twelfth five-year plan was formally introduced and stated clearly that overall planning for urban-rural development should be a main content for nation’s development. Coordinated development between industry structure and urbanization is a core problem from beginning to end in the process of overall planning for urban-rural development, with relations of mutual connection and constraints. Industry structure adjustment is an important task in world economic development nowadays because rational and proper industry structure can promote economic and social development of a nation and improve people’s material and cultural life. The urbanization is the only road during a well-off society building in China which can create more employment opportunities in that process and the shifting of many rural surplus labors gradually from the first industry to the second and the third facilitate the adjustment of industry structure. Chengdu is the urban-rural synthesis coordinated reforms pilot area for the nation, so it has very important meaning to study coordinated development between industry structure and urbanization. This paper was divided into five chapters to study.The first chapter introduced the study background from the perspectives of industry structure adjustment of national policies, urbanization and urban-rural development balancing, and put forward the significance of the paper theoretically and practically, then elaborated the research purpose, contents, methods, technique route and the probable innovation and defects of the study.The second chapter reviewed the definition of industry structure, industry structure adjustment theory, the definition of urbanization and related theories, and research progress of relations and coordination application between industry structure and urbanization.The third chapter, combining statistic data of industry structure and urbanization from1990-2010, using comparative analysis, static and dynamic analysis, analyzes qualitatively and quantitatively the current situation of industry structure and urbanization of Chengdu and three circles, and gave a preliminary judgment about Chengdu’s current relations between industry structure and urbanization.The fourth chapter firstly elaborated systematically connotation, operation mechanism and system structure of industry structure and the coordinated development of urbanization, then built the evaluation model and finally analyzed empirically. In the main process of empirical analysis, this paper analyzed coordination level of industry structure and urbanization development of Chengdu and three circles using coordinate coefficient models and predicted the coordination level using GM(1,1) prediction model, as well as analyzed influencing factors of the coordinated development of industry structure and urbanization development.The fifth chapter concluded the whole paper and put forward the corresponding policy suggestions.Through upwards research, the paper made the following conclusions:In industrial structure aspect, Chengdu has already transferred to type231and complies with the development laws of industry structure. But seen from the circles divided, the first circle has already transferred to type321while the second and third circles belong to type231. Seen from industry internal situation and compared with developed cities, the proportion of first industry in Chengdu is slightly higher, the advantage of manufacturing industry is not prominent, and the driving role of leading industry in the third industry interior is not obvious, the traditional industry represents a significant proportion; the proportion of new service industry needs to be increased.In urbanization aspect, the present urbanization level in Chengdu is less than10%and has not reached the integration of urban-rural areas, which exists a certain gap compared with developed cities in aspects of population, economic and life urbanization. Seen from the three circles, the urbanization level of the first circle has reached100%, and which of the second and the third circles is a little low comparing with the whole in Chengdu, which proves unbalanced urbanization level of these three circles.In the aspect of industry structure and coordinative development of urbanization, Chengdu urbanization comprehensive development index lags behind industry structure comprehensive development index.Industrial structure and urbanization coordination degree showing the rising trend,experienced three stages:from1990to2000in a barely coordination stage,from2001to2010in a primary coordination stage. The industrial structure and the urbanization development level of coordination in continuous improvement in state, experienced three stages:from1990to2004in a primary coordination stage and,from2005to2010in a medium coordination stage. But the structure,function and time still exist different levels of imbalances,the whole in the middle coordination stage into the quality level of coordination in2017,according to forecasts to2021will be comprehensive and coordinated development.Industrial structure and urbanizationcoordinate the level of development of the disorder because of the development of urbanization backward.The coordinated development of the Chengdu three circle of the same level,a wide gap between the level of coordinated development of the third circle with the first and the second circles.
