In 2009, the State Council passed the "The opinions on Promoting the Chongqing's urban and rural reform and development". It is said that Chongqing is the only municipality in central and western regions, also the national comprehensive reform pilot urban and rural areas, which plays an important role in promoting regional development and advancing the reform and opening up. The urbanization is the center of urban and rural development. when the development of urbanization is promoted, the process of urban and rural can be steadily pushed forward. Meanwhile, industrial structure is an important part of district economy development. The industrial structure adjustment is significant assurance of rapid and healthy economy in the context of informational industrialization. Chongqing has a unique background of urban and rural combining areas, including both the vast rural areas and another large city, and is typically a big city with a combination of large rural areas with rural vast population. This provides the typical characteristics of the dual economic structure.The existence of dual economic characteristics of the various makes Chongqing economic zone unblanaced between the serious districts in regional development, showing that the urban areas of One-hour Economic Circle has an better development, while that of Eastern Wings are relatively poor. Also the industrial sructure of Chongqing reflects the dual economic prominent characteristics features. Chongqing has become more reasonable in industrial restructuring since 1990. Non-agricultural industries, especially the rapid development of the secondary industry increased the overall level of economic development, but there are still a lot of surplus labor in the first industry. So how to transfer the remaining rural labor effectively force from argriculture to the second and tertiary industries becomes a key promlem in order to achieve a reasonable industrial structure adjustment and optimization of industrial distribution.According to 1990-2008 data in Chongqing, the article describe the Chongqing's urbanization and the historical evolution of industrial structure, the main problems and kinds of reasons between the industrial structure and the urbanization. It is conclued that this household registration system, inadequate infrastructure and difficulties in transferring surplus labor are the major reasons which are difficult to achieve coordinated development of urbanization and industrial structure. Then, the paper uses the modern measurement methods, with the establishment of VAR model, and selects urbanization, non-agricultural production structure, non-agricultural employment structure to analyze the relationship between urbanization and industrical structure. At the end, the article gives an conclusion:There exists an short-term relationship, not an long-term stability equilibrium between Urbanization, non-agricultural output value structural and non-agricultural industrial in Chongqing. Granger causality test shows that urbanization is the Granger reason of non-agricultural industrial structure and non-agricultural employment. The external shocks on the urbanization brought by non-agricultural industrial structure and non-agricultural employment structure are the same to the effects which lags period of three years, and then from the beginning of the fourth years urbanization will have a lasting pulling stability effect. Urbanization also has a positive impact to non-agricultural output value, which means a significant role of promoting sustained and long-term effects.
