Research On The Measurement And The Coordinated Development Of Chengdu Chongqing City Agglomeration New Urbanization

On the basis of summing up the practical experience of urbanization in China,our country proposes to take the new urbanization road with Chinese characteristics,and the urban agglomeration becomes its basic unit and the main carrier.So,the coordinated development of new urbanization is the main guarantee for the sustainable development of urban agglomerations,and is also an important support for the realization of China's new urbanization strategy.However,due to differences in resource endowments and economic foundation,and the influence of the national development strategy,the urban agglomeration in the new urbanization development is obvious imbalance and mainly as “strong in the east and weak in the west”.Chengdu Chongqing city group as the urban agglomeration whoes comprehensive strength is strongest in western regions,and the new urbanization development potential is largest,so its new urbanization coordinated development is not only the need for the development of Sichuan and Chongqing area,but also the need to narrow the gap between the East and the West and to promote the new urbanization strategy.But from the current situation of the development of Chengdu Chongqing city agglomeration,it has many city diseases,such as excess capacity,population expansion,urban traffic congestion,the income gap between urban and rural residents and so on,there is a long way to go to realize coordinated development.It is based on the above situation,this paper attempts to in-depth analysis of the connotation and characteristics of new urbanization in urban agglomeration,and explore the new urbanization coordinated development path for Chengdu Chongqing urban agglomeration,which in order to improve the quality of new urbanization of Chengdu Chongqing city group.Firstly,this paper reveals the concept,connotation and characteristics of the coordinated development of new urbanization in urban agglomeration by constructing the theoretical analysis framework.Secondly,From the point of view of system theory,this paper divides the new urbanization system into five parts: population system,land subsystem,economic subsystem,social subsystem and resource environment subsystem(PLESR system).What's more,this paper makes a systematic analysis of the coordinated development of new urbanization in Chengdu Chongqing Urban Agglomeration from the urban agglomeration level,the city level,and the subsystem level,which relies on constructing the level measurement model of city group of new towns and the data of Chengdu Chongqing city agglomeration's 16 city from 2006 to 2015.This paper points out that the new urbanization level of this area continues to improve from 2006 to 2015.In recent years,the pace of development has been slowed,new urbanization level of each city is obviously different,PLESR system is currently in the harmonic level of coordination and there is a big gap between the high level of coordination and coupling.During this ten years,the rapid development of the new urbanization of Chengdu Chongqing city agglomeration has depended on the competitive advantage of geographical location,natural resources,policy orientation,the development level of core city,population scale,urban system.However,the lack of effective regional coordination mechanism,the effect of agglomeration is much larger than diffusion in core city,the lack of complementary linkage between internal cities,the unclear and unreasonable layout of the industry,the low economic efficiency in whole city,the lack of new urbanization power,the imperfect infrastructure,and the large gap between urban and rural are all the main reasons of restricting its coordinated development.Finally,in view of the above research,this paper puts forward some suggestions from the aspects of economy,resources and environment,land,inner city,urban-rural planning and so on.
