Measurement Of Coordinated Development Level Of New Urbanization And Industrial Structure In Shaanxi Province

The industrial structure of developing economies is essentially a process of rising to the high end of the world industrial value chain.New urbanization is the strategic support for realizing this important process.In the 70 years of development history of China,the dual development structure of the first 30 years shows that the transformation of factors is far superior to the characteristics of regional transformation,thus separating the effective improvement of industrial structure by urbanization.With the continuous development of reform and development,urban and rural barriers have been gradually broken.However,due to the lag of traditional system and household registration reform,the contradiction between the development of new urbanization and the incompatibility of industrial structure is still prominent,and has become a limitation of China in the world.A huge bottleneck in maintaining strategic advantage in the process of economic integration.After the publication of the 18 th National Congress and the National New Urbanization Plan(2014-2020),new urbanization rose to the national level.The report of the 19 th National Congress and the 2019 government work report further pointed out that deepening the new urbanization construction,the central city leads the development of urban agglomerations.As an important province of the “Silk Road” and a central province of the Guanzhong Plain urban agglomeration,Shaanxi Province is particularly important for the coordination of the new urbanization and industrial structure and the stage of coordination for the northwest region,especially the Guanzhong Plain urban agglomeration.In order to clarify the level of coordinated development of new urbanization and industrial structure in Shaanxi Province,and the constraints,this paper selects the overall level of urbanization and industrial structure development in Shaanxi Province and Shaanxi cities respectively.The new urbanization theory,industrial structure theory and the coupling and coordination mechanism of the two are sorted out.The clustering analysis and correlation test of the primary selection indicators constructed a new evaluation index system for urbanization and industrial structure.The comprehensive index method,the improved CRITIC method and the coupling coordination degree model were used to quantitatively measure the new urbanization and industrial structure coordination level of Shaanxi Province and Shaanxi Province respectively.Finally,the convergence test of the new urbanization and industrial structure of various cities in Shaanxi Province was tested.Explore the obstacles that restrict the coordinated development of new urbanization and industrial structure in Shaanxi Province,and then propose countermeasures to improve the coordinated development of the two in Shaanxi Province.Through the research on the coordination of new urbanization and industrial structure in Shaanxi Province.From 2007 to 2016,the level of new urbanization,the level of industrial structure and the coordination have improved,but the development is relatively slow.The coordination level of the two is only intermediate coordination.The level of new urbanization,the level of industrial structure,and the level of coordination between new urbanization and industrial structure in all cities have improved,but the development level of each city is different.Xi'an has the highest level of new urbanization,industrial structure and coordinated development of new urbanization and industrial structure.In terms of the level of new urbanization,Hanzhong has the lowest level,while Yulin and Yan'an have the second highest level.The level of industrial structure is the highest in Guanzhong,the second highest in southern Shaanxi and the lowest in northern Shaanxi.Shangluo has the lowest level of industrial structure because of the limitation of water source protection area.In terms of the coordination level between new urbanization and industrial structure,Xi'an is in a good coordination stage,while the rest cities are in the intermediate coordination stage.Among them,the local "collapse" around Xi'an occurred in Shangluo and Weinan.There is no ? convergence in the coordination level of the two from 2007 to 2016,but there are absolute ? convergence and condition ? convergence.Low level of economic development,low urbanization rate of permanent residents,high pressure of ecological environment,unreasonable deviation degree of tertiary industrial structure and uncoordinated development of different cities are the main factors that restrict the coordinated development of new-type urbanization and industrial structure in shaanxi province.Finally,the countermeasures and suggestions for improving the coordinated of new urbanization and industrial structure in Shaanxi Province are put forward.
