Safety Quality Standardization State-owned Machinery Manufacturing Enterprises In Our Country Present Situation And The Improvement Method

According to the historical experience of the developed countries and thedevelopment history of Chinese state-owned mechanical enterprises, the researching,practice and innovation in construction of safety quality standards has always been themajor task to Chinese state own enterprises. The idea of writing this article was to askquestions, analyze and solve problems.Took a large mechanical military enterprise as an example, the author intensivelystudied its current safety quality standards and pointed out the problems in constructionof standards. Such as safety consciousness, the implementations of safety standards arenot in place in fundamental unit, lacking of efficient regulatory mechanisms, etc. Yetsuch problems widespread exist in the Chinese state-owned enterprises.Then the author analyzed the existing problems and root-causes base on the studiesto the safety management developing process of foreign enterprises and the researchresults in safety quality standardization of domestic scholars.Finally based on the own characteristics of Chinese state-owned mechanicalenterprise and focusing on systematic solution and method, the author extracted atheoretical model supported with three modules: Responsibility and safety managementphilosophy module, key points of safety quality standardization, and businessmanagement system module. By elaborating on each module, the author completelybuilt up the safety quality standardization model for the enterprise.
