Analysis Of Key Issues In The Implementation Of Work Safety Standardization In Industry And Trading Enterprise And The Preliminary Programs

Different types of complex issues were encountered in the implementation process of work safety standardization, which bring various impacts on the effectiveness of work safety standardization and obstruct the actual promotion of enterprise labor process. Aiming at this situation, the issues are summarized and analyzed to solve some key problems in this article.The main contents and conclusions are as follows:(1)Issue induction:Collecting and summarizing the issues that encountered in the establishing process of work safety standardization from four levels:the corporate executive, the rectification difficulty, the assessment of work safety standardization and the evaluation of work safety standardization. The issues are:failing to systematically grasp of the various elements in work safety standardization; Reflecting the enterprise security situation just by a single evaluation score; Evaluation rules tend to constraint the enterprises but ignoring the employees, and so on.(2)Correlation Analysis:Analyze the relevance of13elements in industry and trading enterprise work safety standardization one by one. The results show that:correlations between some elements are strong and others weak. Similar property management elements in the same system have much cross in content, which causing strong association. Different property management elements have weak association. This requires similar property management elements should be classified management to improve the efficiency of safety management.(3)Set Pair Analysis:Constructing function model based on the idea of similarity difference and counter in the set pair analysis theory. Analyze the correlation relationship between corporate assessment scores and the preferential order of achieving the requirement of standardization, the trend of improvement in security situation, and potential dangerous of the enterprise in detail. In addition, it is proposed to divide rated items in the scoring rules to3module, then divide them to15elements further, conducting depth analysis, helping enterprises to implement the responsibility to departments and responsible persons, intuitively identify their own strengths and weaknesses, determine the focus of the next phase of security.(4)Safe behavior:For the ignoring of Individual binding in the task of work safety standardization, it is proposed to merge the ideology of scoring for each in work safety standardization into operational safety management to standardize individual’s own behavior. Then divide workers’unsafe behavior into5types according to different incentive and propose corresponding measures according varies incentives.
