With the accelerative process of globalization, more and more Chinese enterprises are moving towards the world and joining international market competition. Chinese construction enterprises went abroad in the1980s and1990s. With high engineering quality and low labor price, they executed many building projects in Africa and Middle East and achieved outstanding achievements. However, with the overseas development of Chinese construction enterprises gets faster and larger scale, registered branches develop in multichannel such as real estate, international trade, investment and financing and problems in overseas human resources management emerge. How to carry out effective distance performance management on overseas branches, in order to integrate overseas human resources, explore overseas margin potential, upgrade the value of overseas human resources, and realize the sustainable development? It becomes a problem which worth deep thinking of those Chinese construction enterprises.This article takes relevant theories and method in performance management as a starting point. Based on the study of literature inside and abroad, the author summarized the framework of overseas performance management. By thoroughly analyze the current performance management system in CNQC Overseas Department, and the experiences and problems reflected in the implement of the system, the author conducted a questionnaire survey of target people and interviews of specific personnel, conducting research in performance management. Based on reorganizing and analyzing the research data, adjusting and improving the current performance management system, the author put forward a design scheme of performance management for the CNQC Overseas Department.The purpose of the current study is to explore how to conduct international and interregional performance management system design under the new trend of the international economics development. The author aims to design a performance management system for Chinese construction enterprises, which would have certain use for reference in carrying out modern human resources management in the process of enterprises overseas development.
