Research On Development Strategy And Countermeasures Of Container Sea-Rail Combined Transport Of Ningbo Zhoushan Port

With the rapid development of China's logistics industry,container transportation has become one of the main modes of cargo transportation.As an advanced form of international container transport,container multimodal transport accounts for 20 % to 40 % of advanced ports in developed countries.At present,the proportion of major ports in China does not exceed 5 % at most.As an important part of international multimodal transport,container sea-rail transport has the comparative advantages of low cost,high volume,fast speed,low pollution and safety,and is especially suitable for transportation between ports and inland(medium and long distance).It has become a priority form of transportation organization for many countries in the world.In recent years,container sea-rail transport has also developed rapidly in China.Sea-rail transport of Ningbo Zhoushan Port started in 2009.From 2011 to 2017,the average annual growth rate of sea-rail combined transport Containers was about 40 %.The number of routes continued to increase,the hinterland continued to extend,and the number of operating agencies continued to increase.However,even if the total number of combined freight rail transport boxes reached 405,000 TEU in 2017,accounting for 24.61 million of the total cargo containers,it was only 1.64 %,which is far lower than the average level of 2.8 % of China's six-sea combined rail transport demonstration channels.At the same time,problems such as weak infrastructure,narrow radiation hinterland,high railway freight rates,and difficulty in business promotion still constrain the sustainable development of container and rail transport in Ningbo Zhoushan Port.Through the analysis of the external environment and internal conditions,this paper uses the SWOT analysis method to conclude that development-strategy should be adopted for container Sea-rail transport of Ningbo Zhoushan Port.Then,This paper analyzes the development needs of container Sea-rail transport of Ningbo Zhoushan Port,and uses the grey RBF neural network combination model to quantitatively predict the amount of container.On the basis of this,the development strategic goal of Ningbo Zhoushan Port container sea-rail combined transport is formulated,with clear development strategic focus: establishing an all-round cargo-taking system,an efficient logistics information system and a complete infrastructure system.Finally,combined with the actual development of Ningbo Zhoushan Port,the paper puts forward six concrete development countermeasures and measures,such as optimizing inland "waterless harbor" network,cultivating market operators,expanding new channel lines,strengthening the construction of collection and transportation facilities,integrating information application system,and improving related policies and guarantees.
