County economy is becoming more important in our country. Since the reform and opening up, China sustained rapid economic growth. In this stage, building a moderately prosperous society and the basic realization of modernization become the important task facing China. Among these, the county economic development is the key and difficult points of construction. The county’s development joins the cities, towns and rural areas, the production and management of agriculture, industry and services, the circulation and interaction of various factors of production. County economy constitutes an important cornerstone of China’s economic development. Therefore, the county and the county’s economic development, has important theoretical and practical significance.County farmers and residents is an important driving force for the main body of the county economic development. County farmers for the purpose of maximizing their own interests, their behavior is rational. County farmers’behaviors include the behavior of production and business activities and investment behavior. And labor transfer behavior is increasingly becoming the focus of academic research in China. The proportion of urban population in China in December2011exceeded50%for the first time. And in the future course of economic development, there will be more of surplus agricultural labor to urban areas and secondary and tertiary industries.This article, based on the county’s perspective, analyzed the labor transfer factors. Because of county’s general structural, foundation, comprehensiveness, and other various characteristics, the perspective of the county is an innovative research on China’s labor transfer. On the basis of previous theoretical studies, the paper first collates and summarizes county economic development and labor transfer theory. Then, based on the theory of the power of the county’s economic development structures and mechanisms, the article put up the county labor transfer research methods, and the corresponding theoretical assumptions and hypotheses. Secondly, this article empirically analyze the labor income of the County of Jiangsu Province, the county industrialization and urbanization development level and the county labor transfer through the county’s internal perspective, the inter-county relations perspective as well as city and county relations perspective to the county labor transfer study, the county labor transfer factors affecting general labor transfer theory and the differences between them. The empirical research is part of the panel data by means of the County of Jiangsu Province, uses the measurement software to analyze the transfer of impact of the various elements of the county labor force in Jiangsu Province. And the conclusion is that the transfer of the county by the county labor force internal elements with the traditional theoretical argument consistent. The effects of competition between the County has increased role in promoting the transfer of the county labor force, the division of labor between the counties and cities and urban-rural dual structure, causing distortion and deformation of the transfer process of the county labor force factor. On this basis, effective and reasonable to promote the county labor transfer with appropriate policy recommendations. This paper argues that formed an important role in carrying the county economic development for the labor transfer, and the effects of competition between the County makes this role can be strengthened, so the need for better development of county economy, and promote the reasonable transfer of the county labor force. Through the establishment of various institutional factors, it is important to further break the dual economic structure of cities and counties between condition and direction of the labor transfer.
