Based on the foundation of the research about the present situation of farmland transfer at home and abroad, we used empirical research and standard research to analysis questions by applying the theory of land property right, landtax theory, scale management theory, the theory of system vicissitude and related theory and combining the analysis of farmland transfer. In the view of farmers, we investigated369households of5villages and towns, such as LeTuYi, BaoJiaDian, LanZhouWan, BeiWuCha, LiangZhouHu etc. and found out some characteristics of the farmland transfer in Manasi as follows:(1) farmland transfer is mainly short-term;(2) the subcontract and rent is still the main form of farmland transfers;(3) non-food phenomenon is obvious in the farmland transfer;(4) farmland transfers happens always spontaneously, but intermediary organization involved increasingly.(5) farmland transfers presents multiple tendency, but the circulation in village is still the main method.In this paper, we used logistic model and made an empirical research of the influencing factors of farmland transfer in Xinjiang Manasi. The results show that:the circulation of rent, the years of circulation and the knowledge about risk of the head of household to agricultural management effected farmland transfer. Those were1%,5%and10%in the level through the significant inspection. And circulation of rent, householder age and circulation fixed number of year, family non-agricultural Labor force were important influence factors and were in the1%,5%and10%of level through the model of significant inspection.According to the fact of the study of farmland transfer, non-food phenomenon, cooperative intermediary etc. in farmland transfer function is not obvious, and the government behavior is lack of standardization. Combining the empirical research results of farmland transfer, we provide these methods to improve farmland circulation:(1) farmland transfer must be balanced food security, prevent excessive non-food phenomenon;(2) to promote rural surplus labor transfer, prompt farmers to obtain employment;(3) to increase agricultural infrastructure investment intensity;(4) to standardize the government function, respect the wishes of farmers;(5) to cultivate and perfect intermediary service organization, and actively explore and reference for the new pattern rural land circulation.
