The rural labor force transfer is one of a universal law in world economic development. Since the reform and opening up in1978, rural labor force transfer in our country has experienced a long and tortuous road. Especially after the rural household contract responsibility system in rural areas, higher agricultural productivity efficiency makes the demand of labor force in the agricultural production activity decreases, and then redundant labor force appeared. The solution is more and more rural labor force should be looking for un-agricultural employment. Yangzhou is located in the middle of Jiangsu province, the industrialization and urbanization level is relatively high. Therefore, the theory and reality of Yangzhou’s rural labor force transfer between industries are still high, to study rural labor force transfer between industries has high representative. But at the same time the behavior of rural labor force transfer between industries is still restricted by many factors. These factors include local economic structure composition and the characteristics of labor itself, it will go against the sustainable development of rural labor force transfer between industries. In order to further promote Yangzhou rural labor force transfer between industries should be studied from the whole economic structure composition and the characteristics of labor itself these two aspects.Firstly, this thesis use the proportion of three-industry output value to analyze the influence that proportion of labor force engaged in non-agricultural production activities. By establishing multivariate linear regression obtained the influence of different industry proportion to non-agricultural employment proportion, and to explain the empirical results:the second industry relative to the third industry to absorb rural labor force has more apace. The reason is that the developments of the second industry are far more than the third industry nearly17years in Yangzhou. Secondly this thesis through the questionnaire survey way to investigated Yangzhou rural labor force transfer between industries. Logistics model is built according to the survey data, analyzes the rural labor force condition and household characteristics respectively include:labor gender, age, cultural degree, marital status, health status and skill level; family size, the number of family labor, family income and family agricultural acreage and so on, to influence the direction of the rural labor force transfer in industries. Analysis results show that the personal characteristics of rural labor force such as age, culture level, health condition and skill level; family characteristics include family income, family farmland scale have a significant impact. Rural labor force’s age, health status and family income have the positive influence, then negative influence to others.The last, in order to further promote industry development and the behavior of Yangzhou rural labor force transfer between industries, according to the empirical results puts forward the corresponding counter-measures and suggestions such as:focus on developing labor-intensive industry of secondary industry, vigorously develop the tertiary industry to promote rural labor force transfer between industries, perfect rural medical and health conditions to improve the health status of rural labor force, organize skills training actively to enhance the technical level of the rural labor itself. Moreover it also has proposed others measures such as:improving the production efficiency of agricultural, improving the level of urbanization and deepening the reform of rural economic system.
