Even though under the strong guidance and support of national, the scale and speed of the economically developed areas and suburban areas of rural land circulation have shown the trend of accelerated development, and have achieved good results, In remote mountain areas, economic conditions, development is lagging behind, farmers’ scientific and cultural quality is relatively low, the land abandoned, abandoned waste, idle problem is more prominent. Therefore, based on the mountainous area of southern Sichuan to the town of Fu Yan, through the questionnaire visited the survey and statistics related data, detailed analysis of the town of Fu Yan land transfer problems was finished in this paper. At the same time, this paper pointed out that the constraints and measures to promote South Sichuan mountain land transfer toward a healthy, orderly and recommendations. On the basis of the above analysis, this paper considers the establishment of measures to improve the rural land contracting right:to step up publicity efforts, improve the quality of the labor force, guide land transfer; respect the wishes of farmers circulation, protect the vital interests of farmers; regulate the land transfer process, to reduce land transfer disputes; develop secondary and tertiary industries vigorously, and reduce the dependence of farmers on the land; improve the social security system in rural areas, and weaken the security function of land; promotion of rural credit, and to promote the land transfer. The improvement of these measures would be expected to provide the scientific basis for improving the system of rural land contracting right, Strive to make some constructive comments and suggestions to the southern Sichuan mountains of the land transfer. |
