Land reform, as the most important issue related to the well-being of 600 million farmers, tend to gain more and more national attention. A series of land reform policies, which were introduced after the Eighteenth Congress, indicating an accelerating process of land reform. As the most important part of land reform, land transfer has got lots of concern by government and researchers.Nowadays, both domestic scholars and foreign scholars have done a lot of land transfer research. However, most of their achievements are empirical analysis from micro perspective, and their comparative analysis of land transfer in different regions which have different economic situation is concentrated mostly in one certain province. This essay made a comparative analysis from a macro perspective, and the analysis covers the land reform process in the eastern and central part of the whole country. The empirical analysis of the influencing factors of the land transfer process of these regions is based on the establishment of a panel model.By comparing the current land transfer status of the eastern and central areas, we find out that the land transfer of the eastern regions is relatively high in terms of proportion but low in terms of speed. The three eastern provinces with the largest transfer area are: Jiangsu province, Shandong province and Hebei province. The three provinces with the largest transfer proportion of the total land are: Beijing city, Jiangsu province and Zhejiang province. The central region has a relatively larger transfer area and a lower transfer proportion of the total area, as well as a higher transfer speed, than the eastern region. The three central provinces with the largest transfer proportion of total area are: Henan province, Anhui province and Hunan province.Then this paper theoretically and empirically analysis the influence factors of rural land circulation. In this paper, first theoretically analysis six factors for rural land circulation such as: value-added of first industry, non-farm income structure, farm households investment for land, the level of agricultural mechanization, rural social security and aged tendency of rural population. And use panel data model to examine the six factors’ influence in eastern and central regions. Results show that in eastern regions, value-added of first industry, non-farm income structure, the level of agricultural mechanization and aged tendency of rural population have positive impact on rural land circulation. In central regions, nonfarm income structure, farm households investment for land, the level of agricultural mechanization and aged tendency of rural population have positive effect on rural land circulation. But value-added of first industry’ effect on central regions is negative. Rural social security has no significant influence on rural land circulation both in eastern and central regions.In the last part, based on the analysis, puts forward feasible policy proposals to promote rural land circulation.
