In the new period of comprehensively deepening of rural reform, balancing urban & rural development, pushing new type of urbanization, with the implement of relevant country policies to encourage rural land transference, not only the scale of rural land transference is expanding continually, but also the various rights on the rural land were gradually clear and rich, for example, the right of possession, use, earnings and disposition on rural land and so on. Up to the first half of 2014, the area of our country rural contracted land circulation has reached 25.3333 million hectares, accounted for 28.8% of the arable land, according to the department of agriculture. But our country rural land circulation also have some problems and risks, there stil many illegal land use management questions. Relative to the household contract responsibility system, the rural land circulation is the innovation and development of the traditional land management, which has more influence on the economic society now. So, we have to confront the existing shortcomings, strengthen the risk control, perfect the system of rural land circulation.At first, this paper puts forward the necessity of study on rural land circulation system, analyze the evolution of rural land circulation policy since the reform and opening up, compares China’s policy of rural land circulation with United States, Britain, France, Japan, Vietnam and other countries, discusses the successful experience and comparative advantages of the farmland circulation, grasps the crux of the rural land circulation from the macro standpoint; Based on the status quo of the rural land circulation in Zhengzhou city and Zhumadian city in henan province, this paper makes an empirical analysis on the behavior of farmers in different level of economic development and demonstrates the influence factors of rural land circulation from the micro standpoint; Finally, analyze the relationship among the farmers, agricultural agents, village committee, local governments and other stakeholders in the process of farmland transfer accroding to the game theory farmers, as well as their mutual game behavior, to explore the current problems in the system of farmland circulation from the theoretical level.Current rural land transfer market in China is not perfect, it’s role is still weak; In rural land circulation management, the relevant management and service system is not perfect, which lack of timeliness and pertinence. The village committee and non-agricultural income play an important role on promoting the development of rural land circulation. The village committee plays a leading role in the process of rural land circulation in the economic underdeveloped areas, especially. We hace to attach importance to the role of the village committee and nonagricultural employment in the process of rural land circulation. We should not only give full play to the role of the village committee but also strive to improve the standard of peasants’ non-agricultural employment development, becase only high-quality non-farm payrolls, rural land circulation to become the inner demand of farmers. And then the village collective may promote the healthy and orderly development of the farmland circulation by standard service and economic incentive measures. Land circulation is the result of repeated game by the farmers, village, agricultural operation organizations, local governments and other different interests subjects, only make some proper debugging from the perspective of harmonious game on the basis of the correct understand of the game relation between different interest subjects and their behavior motivation, can realize the win-win of each benefit subjects, and then promote the healthy and orderly development of the rland circulation.
