Study On Present Situation And Countermeasures Of Rural Land Transfer In Zitong County

Rural land transfer,which was an effective way to solve the problems of current rural land fragmentation,abandoned and idle.It also played a significant role in saving land resources in rural areas,optimizing the allocation of land resources,promoting the development of agricultural modernization,and promoting the integration of urban and rural development.With the development of social economy,the adjustment of agricultural industrial structure was constantly updated,a large number of rural labor to cities,resulting in abandoned land.Under the effective support and guidance of state,some developed areas and urban suburbs had carried out the rural land circulation smoothly and achieved certain results.Yet in more backward rural areas,economic conditions,farmers' scientific and cultural quality and complex topography hindered the process of land transfer.Therefore,took the mountainous area of Zitong County for example,through the questionnaire and relevant government department data summary statistics,detailed analysis of land transfer problems was finished in this paper.At the same time,this paper pointed out that the constraints and measures to promote rural land transfer toward a healthy,orderly and recommendations.The main conclusions are listed as follows:(1)The land transfer area and price in Zitong County had increased gradually.The form of rural land transfer was given priority to subcontract and rental,and the subcontract proportion was the largest,it accounted for 70.3% in 2015.Though the rural land circulation of development was becoming diverse,it was given first place to traditional planting.However,because land blocks were dispersed and the areas were small,it was difficult to form a scale of land transfer.Also the weakness of government service,lack of non-convenient markets and sound intermediary system hindered the process of land transfer.(2)Through the analysis of relevant data,we found that farmer's own conditions such as age structure,education level,family income structure and complex topographic and the high risk of agricultural production were the main constraints in the process of rural land transfer in Zitong County.(3)On the basis of the above analysis,this paper considers measures followed should be taken: Firstly,government should increase publicity and guidance,and improve the cultural quality of farmers.Moreover,the social security system should be improved to relieve the life pressures of famers.Lastly,the rural land market environment also plays an essential role in land transfer.The improvement of these measures would be expected to provide the scientific basis for improving the system of rural land contracting right.
