Present Situation And Countermeasures Of Shouguang Rural Land Circulation

Since the reform and opening up, China's household responsibility system in rural areas has been an effective solution to the agricultural production incentives and oversight issues. But as the reform of the market economy continuously deepens, agricultural land fragmentation leads to high transaction costs and uncompetitive agricultural markets Under such conditions, to achieve a rational and orderly circulation of land, and to practice a large-scale land operation is an important way to improve the efficiency of agricultural labor and land productivity.lt has become a new trend to deepen the reform of the rural land system, and a breakthrough for a new round of rural reform.By studying the development,principles,forms and forces of China's rural land circulation,taking Shouguang City as an example,this paper is aimed to do a research about the major measures,achievements in Shouguang rural land circulation,to analyse in-depth the influence factors and the existing problems, to discuss the route selecting about land circulation in Shouguang and to give suggestions about promoting the innovation of land circulation systems.Rural land circulation is a complex and systematic project involving a wide range and strong polices.By using the following research methods such as aggregate analysis and micro-case,comparative and dynamic analysis qualitative research and quantitative analysis,this paper fist analyses,at macro level,the basic concepts and relevant principles of China's land circulation,and then on this basis,surveys into the situation of Shouguang rural land circulation,and also by studying micro cases,further discusses development,changes and causes of problems in land circulation of Shouguang City.Through the survey, problems found about Shouguang rural land circulation focuses on: the existence of ideological understanding bias, imperfect circulation supporting system, poor security system, and so on. These problems have started to restrict the land circulation norms and further development.From the analysis of its roots, we found that the prominent social security function of land affects the initiative of the circulation subjet which is the root cause for a slow process of land circulation.For the land circulation problems, this paper proposes that,to maintain the leading position in Shouguang agriculture and achieve a greater leap, we must strengthen government guidance, speed up land circulations and lead a way in achieving a breakthrough.This paper also suggests that we should truly change traditional views,weaken the ownership of rural land so that the farmers become a real interests body of land circulation. Coersive measures and a market based model should be taken to guide the establishment of rural social security system. In order to promote a rational and orderly land circulation and lay the foundation for the development of modern agriculture,we should accelerate industrial agglomeration,increase capital investment, perfect intermediate supporting systems and implement some relevant and complete reforms.
