Established in March2002, Union Pay is a bankcard association established underthe approval of the State Council and the People’s Bank of China. Union Pay plays anessential role in the industry development. As the continuous expansion of ChinaUnion Pay’s business,The security and stability of information systems is tightlyrelated to the scalability of business. How to maintain a stable information system isthe highly concerned project of China Union Pay, especially under the fierce marketcompetition environment as well as the fast changing IT technology.The Shenzhen Data Center of China Union Pay take the responsibility to overseaspayment across Internet, improve the quality of IT operation and business transactionetc.However, lack of scientific city and reasonableness, the IT service management isa business performance bottleneck at present. This paper proposes a solution based onITIL theory while working in Shenzhen branch of China Union Pay, just to improve ITservice management and operation efficiency, and meet the requirement of business.Firstly, this paper describes the background and significance of the topic analyzesboth the theory and application at home and abroad, which proves the urgency andnecessity of implementation about IT service management, then summarizes theweakness of current IT service management.Secondly, according to the3aspects about the objectives of implementation, theChoice of method, the factors of success, China Union Pay determinates that thestrategy of IT service management will be implemented by utilizing ITIL theory. Theinformation center solution of Shenzhen Datacenter will be enforced PDCA and ARCTmodel of matrix analysis. Then reference the second method of ITIL, this papervalidates the level of IT service management, and proposes the solution about incidentand issue management, change management.Finally, this paper summarizes the effectiveness of IT service management inShenzhen branch after IT service strategy implementation and provide therecommendations of further improvement. This paper analyzes the IT servicemanagement of Shenzhen branch of China Union Pay based on ITIL, and the result can be applied to related operation units or business group.
