As important tools’ of marketing and financial management, commercial prepaidcards are widely used in commerce and enterprises. At the same time, as micro-payingelectronic tools, commercial prepaid cards are indispensable in the daily life of people.People use commercial prepaid cards in many fields, such as public traffic, communication,medical service, catering hairdressing and so on. The commercial prepaid cards not onlysatisfy the social public actual demand of paying services’ pluralism, but also make up thedeficiencies of traditional services of payment and settlement. With the diversification ofprepaid cards’ issuers and participants increased, such as various types of paying company,data processing company, network company, advance company and so on, prepaid cards havebecame a industry system. Because of the number of distribution and use is increasing fast,the scope of use and the function are more and more abundant, the commercial prepaid cardhave rather a large influence over the society and economy, and the influence is strengtheningcontinuously. But, the commercial prepaid cards also bring a lot of problems. Such as somepeople spend public money and accept bribes by commercial prepaid cards. These problemscorrupt the party conduct, and damage the prestige of party and government. Although ourcountry has issued some policies, some problems have appeared, such as imperfectorganization, weakly full-time team, imperfectly invest and so on. In order to improve thesituation, it is necessary for us to draw lessons and summarize the external and advancedmanagement mechanism of commercial prepaid cards. And according to the situation of ourcountry, at the macro level we should regulate the overall environment of commercial prepaidcards in three aspects. They are the duty of administration, the structure of organization, andthe policies and regulations. At the same time, on the microscopic aspect we should use somemethods, such as real-name system and publicity, to improve the management level ofcommercial prepaid cards, and truly realize the target of combating corruption and building aclean government.
