With the rapid development of social economy and information technology,prepaid consumption card has emerged in the consumer market as an effective and convenient consumption pattern and quickly become popular.Obviously,the development of this new type of consumption mode has contributed a lot of benefits to business operators and consumers,but at the same time,there are so many problems such as "running" of card issuing enterprises,not providing consumption according to quality standard,and unauthorized card issuance disrupting the market order.The double-edged sword has caused serious damage to the legitimate rights and interests of consumers,and has led to continuous concern from the government and the public.Since the governance of the single-purpose commercial prepaid card market in J City has been carried out,certain results have been achieved.However,the current governance is still a relatively single governance mode led by the government,the power of all aspects of society hasn’t been fully involved in governance.Collaborative governance among multiple agents is still in the initial stage of small scope of cooperation,low degree of cooperation,and poor coordination system,and it is difficult to achieve significant results.This article takes the single-purpose commercial prepaid card in J city as the research objective,based on the theory of collaborative governance,focusing on the analysis of the governance status of the single-purpose commercial prepaid card market in J city,and attempting to reveal the practical dilemma of multiple collaborative governance in the prepaid card market from the side of government departments,markets,society and the public.Besides,this article is paying more attention to exploring how multiple governance entities can better exert their own power to seek countermeasures for multiple collaborative governance,establish a guarantee mechanism for multiple collaborative governance,promote the formation of multiple collaborative governance modes,and achieve the engagement of the whole society and sustainable collaborative governance.At the same time,this article is aimed at providing an effective reference for the current government-led governance mode,which could truly promote the continuous improvement of the single-purpose commercial prepaid card market.The research has shown that the governance of single-purpose commercial prepaid card in J City is excessively dependent on the traditional government supervision mode.A comprehensive legal system hasn’t been formed yet.The communication of relevant information on the governance of single-purpose commercial prepaid card is limited and the responsibilities among the participants are not clear.Here are some specific suggestions given in this article: regulate the single-purpose commercial prepaid card consumer market through social collaborative governance;build a long-term mechanism for single-purpose commercial prepaid card governance with the lead of government;strengthen the engagement of the public and social organizations;and establish the guarantee mechanism of multiple cooperative governance of single-purpose commercial prepaid card.Thus we could promote the single-purpose commercial prepaid card consumption mode to become standardized gradually through these suggestions drafted in this article.
