With the rapid development of China’s socialist market economy, in order to adapt to the new situation and new requirements, management and supervision system of Institutions is also constantly improved. The reform of Institutions is facing unprecedented challenges. China Institutions must face up to the problems from the management mechanism status under big pressure, such as functions conflicts from different Institution, office budget significantly cutting and organization restructuring, as well as to further market-oriented promotion. In order to enhance the external competitive advantage to obtain good shares against competition, we have to implement scientific and standard management by learning from advanced foreign management philosophy. Then the institutions can get real survival and development space from the intense competition. Performance management is the most important of human resource management, as one of its core elements, plays a positive and significant role. But there is lack of learning experience and deviation from the implementation process when Institutions carry out the performance management if we check the actual situation of implementation. It is very difficult to get good effect. How to make performance management to play a significant role is the problem to be solved by Institution.This article is written under the background of the reform of Institutions, starting from the basic theories and methods of performance management, based on the management status of Nanyang Testing Center. It studies how to implement the performance management of the balanced scorecard in Nanyang Testing Center management system with practical, scientific and rational, effective features. And it shows reasonable recommendations for the problems during the implementation process after summarizing the effect. We hope performance management will become a key measure reform instead of a processing way of formalism, which can be helpful to enhance the staff quality, and to strengthen the inter management to promote the optimal development with actual fulfillment of performance management.This article makes the Nanyang Testing Center performance management system as study object. It is not only to make a scientific performance management system for Nanyang Testing Center through specific writing as seven chapters, but also to provide effective reference about clear development direction and positioning for those Institutions, which face difficulties of Constraints and bottlenecks in the implementation of performance management.
