Along with the economic globalization and arrival of information ageses,The market competition is gradually vigorous. Facing the harsh market competition,if a business enterprise wants to obtain the competitive advantage and getting the existence and developping, must raise its whole effect and performance continuously and treat the management of the company with the more farsighted taste. How according to the strategy of the business enterprise to build up a set of performance management system with the exaltation business enterprise core competencies is the key of these business enterprises can develop .Since Robert Kaplan and David Norton developed the BlancedScorecard , it's got the extensive application in the management fulfillment of the world more than ten in the last years. Being the tool of strategic management, the Blanced Scorecard put the strategy at the core position of company manages and make the business enterprise strategy allgot the concrete body in the company each levels now, informing the manager what the push main factor of the accomplishment of future is , and how to investment the customer, inner management and employee …etc, to carry out the new shareholder value. This indicate a direction for us to built up the KPI index sign system,it is to Pass the strategic target that the angle of view of many degree of latitudes comes to analytical company namely, passing the strategic request that informs the company to the built-up decomposition of strategic target, making the work contents of the each section, employee of the company close around the strategic target of the business enterprise,and also to act the planned implement to insure the strategic realization of business enterprise in a specific way.This text take the group of M automobile air conditioners company as the research object, aiming at the characteristics of the manufacturing industry business enterprise, Combining it in performance manage existent problem, make use of the theories and the technique method of the BalancedScorecard , Trying hard for to investigate and builds up agreeing with that company to match, compete with market the environment adapts mutually of performance management system.The full text divides six parts: Chapter 1 is a textual theories part which is the article prop up, discussing the creation, content and evolve the process of the BalancedScorecard, explain the purpose and meanings that apply the BalancedScorecard to set up automobile air conditioners Company's performance management system. Chapter 2 is to make meticulous of analysis to the group of M automobile air conditioners company in the management condition and existent problem of the strategy implement process and the limit of the performance management.
