The core to precede successful landexpropriation and resettlement is reasonable control and management of the investment ofland expropriation and resettlement. Given the reality of the investment management, andthrough deep analysis of the problems and related factors and investigation of systems andmethods of the fund management, to establish a perfect investment management system is ofgreat theory and practice value.With the development of the hydraulic and hydroelectric project in our country, themanagement system of project management is going to be mature, all parts in the projectrealize more about the project investment control, forming the theory of the wholeprocess-investment control. The article take the middle route Zsection project of South-to-North Water Diversion as an example, through the analysis of thenational approval of general investment, to find out the main dynamic factor that influence theland expropriation and resettlement investment, combining with the investment control theoryof the land expropriation and resettlement, describing the investment control content and thespecific methods of the Z section design phase, implementation stage and the final acceptancephase, in order to achieve the effective control of the investment on land expropriation andresettlement, and assure the smooth conduction of the project construction.
