Study On The Development Of Urbanization In Heilongjiang Province

Urbanization has become one of the important sign for modern world development. As the world urbanization progress accelerated continuously, urbanization develops rapidly especially in the developing country. Chinese government has paid a lot attention to the problem of urbanization since the third Plenary Session of the15th National Congress of the CPC. The fifth Plenary Session of the15th National Congress of the CPC points out that “The development of small towns is a grand strategy to drive the rural economy and social development”, and set a strategic target of “advance the urbanization actively and steadily”. During the period covered by the11th five-year plan, th-e urbanization in Heilongjiang Province has made some progress and kept its regional characteristic. The research of Heilongjiang Province urbanization is an efficientmeasure to adapt to the development trend/summarize the problems in urbanizationdevelopment and optimize urbanization development. This article concludes and summarizes progress/current situation/mode of Heilongjiang Province urbanization, to explore the laws and characteristics/build the Level evaluation system/calculate the actual proficiency/reflect objective development situation of Heilongjiang Province urbanization. This article also seeked for shortage in Heilongjiang Province urbanization,and propose the feasible countermeasures to improve the Heilongjiang Province urbanization.To understand development level of the urbanization in Heilongjiang Provinceobjectively, this article follows the principle of scientific/systematic/feasibility/andthe combination of quantitative and qualitative index, used Delphi Method and AHPwith YAAHP0.6.0software to build index system for Heilongjiang Province. Then,the paper used Economic Urbanization/Social Urbanization/Living Style3second-class index,17third-class index to calculate the development of Heilongjiang.By evaluating the scores, it found that there are some problems: town functions areless prominent/lack of urbanization dynamics/imperfect social system in Heilongjiang province. Through the further study of these problems, put forward thecountermeasures to increase town scale benefit/improve innovation mechanism/enhance the infrastructure construction, hope to contribute for further development ofHeilongjiang Province urbanization.
