A Study On The Public Policy Of The Development Of New Urbanization In Heilongjiang Province

In 2016,the Government Work Report proposed to promote the new urbanization and agricultural modernization,in order to promote the coordinated development of urban and rural areas.Narrowing the gap between urban and rural areas is not only the focus of the adjustment of economic structure,but also the key to the release of the development potential.In 2001,Heilongjiang Province in the new urbanization development as a whole has continued to develop,living standards of people have been significantly improved.However,due to the lack of infrastructure conditions,policies and other aspects,the pace of development of new urbanization in Heilongjiang Province,compared with other provinces,there is still a large gap.Analysing and optimizing of promoting new urbanization in Heilongjiang Province development policy,and through the improvement of policies to achieve Heilongjiang Province urbanization development.Promoting the economic development of Heilongjiang Province,is also the inevitable choice to conform to the requirements of the situation and change of the times.It has important theoretical and practical significance to promote the development of new urbanization in Heilongjiang Province.In order to better promote the development of new urbanization in Heilongjiang Province better.The article based on the Policy Analysis Theory,Theory of Government Regulation and Industrial Structure Transformation theory.So urbanization,new urbanization is defined,the difference by comparing the traditional urbanization and new urbanization,the development of new urbanization are pointed out.According to Heilongjiang Province and China's urbanization development situation to make a comparison,found that the development of new urbanization in Heilongjiang Province has not kept pace with the level of national development.The specific content of the existing policy of the new town of sorting,from policy formulation,policy implementation and policy environment as the starting point,found the problems of policy implementation is not in place,policy is not continuous,the policy effect is not obvious.Analysis of the causes of the problem,that is,the lack of financial support,inadequate supervision of the regulatory authorities,policy objectives,policy implementation means is not perfect,the diferences between urban and rural areas.The main content of the policy through the development of urbanization in developed countries is more perfect and the development of China's new urbanization and urbanization better were arranged,combined with the actual situation of Heilongjiang Province by experience,put forward to protecting the capital allocation rationality,adjusting policy regulatory organization structure,consummating the policy of cooperation mechanism,paying attention to the continuity of the policy and formulating of regional supporting policies in Heilongjiang Province.
