Heilongjiang Province, County (city) Competitiveness Evaluation Index System

With the integration of world economy and the evolvement of the structure of the society and economy,the county economy taking the most basic movement unit of the entire national economy has become more and more important in the development of the country or the region.At the same time the competition among the counties has become more and more intense,so the research of the urban district competence is paid the attention by the experts increasingly,and more and more people have realized that it is important for the development of the urban district to improve the comprehensive competence of it.The paper tries to establish county integrated competitiveness evaluative index system to offer an effective analysis tool for the county's development and the raising of competitiveness,to provide theoretic foundation and practice guiding for the county government formulating corresponding promotion countermeasure.This paper gives a definition of county integrated competitiveness and establishes the appraisal index system of the county integrated competitiveness based on using correlative theory knowledge of regional economics,development economics and city economics etc and absorbing the theories of the country competence,the city competence and the county competence home and abroad;Then the paper carries on the real diagnosis analysis by using the factor analytic method to county integrated competitiveness of Heilongjiang province.Finally,the paper proposes some policies and suggestions in promoting the county integrated competitiveness through practice and theory understanding.
